Do all of the windows need egress or just the bedroom?

I have a unique property, it's a 4 bedroom home with a lower level having a few small commercial offices and then there's a 22x35 oversized garage. 

What is the market value of a bed room and a bathroom  for the purpose of Comparative market analysis. 

The last thing you want to do is spend the money for a conversion and then get shut down by the neighbors or city.Is there another way to access these bedrooms other than the garage?

I also put them under additional limitations (e.g. occupancy limit of one person per bedroom) to offset the risk.

For context - I have a five bedroom home, split in two units in ATL.

This fully renovated 4-bedroom, 3-bathroom home features high ceilings, modern finishes, and a downstairs bedroom for convenience.

And the budget was 15k/bedroom for furnishings.

Rent-by-the-RoomWith 5 bedrooms, renting by the room could provide higher cash flow, especially if marketed to students or young professionals.

Turned out that the house had been owned by a family who lived there forever and ran a small beauty salon out of the house, so one of the bedrooms had been turned into the hair salon and the dining area turned into a foyer.
