I purchased 2 acres of land in Puerto Rico last year am currently working with a team of Architects and Engineers to develop a unique Eco Resort on the property.

Even better if their under developed for the zoning: I have one client in particular who purchased a 10k sqft lot in late 2017 for $450k with a dinky SFR on it, and did preliminary plans showing 6 units (from a draftsman, not an architect), and flipped it for $750k a year later.

From a construction pov, sure, but won't the city require an architect, plans, etc.?

We did the numbers prior to investing on the structural analysis and architect.

If they insure Lawyers, Realtors, Architects, CPAs they will probably be writing a lot of these policies.

I suggest you use an architect and a contractor who have worked with a 223(f) before, as there's quite a bit of specific paperwork involved, and having them learn "on the job" can create some serious delays.

My husband found an architect that was very talented, but just getting started to draw new plans.
