My father-in-law has a criminal record that cannot be wiped, is physically disabled and has paranoid schizophrenia.

Many places bar or restrict landlords from renting to convicted criminals.

That's criminal. 

I'm thinking that's a criminal offense as well as a civil one.

For finding a tenant we charge 50%-75% which covers eviction, credit, criminal reports, marketing, enployment verification, rental history verification, and paying a leasing agent.  

I would not suggest them for complex things and they do not do criminal law which i wouldn't trust to them anyway.

For example, I mention that every adult must pay a $30 application fee, pass my credit/criminal background, make a combined income of 3x the rent, and whether or not the property accepts pets.

Here's the problem, I have a criminal background.

I am passionate in my disdain for him, and would love nothing more than to see him be held accountable for his intentional criminal acts against me and others I've come to learn about.
