I think it's all about incentivizing the behavior that you want.   

It only encourages poor behavior in my opinion and there are plenty of programs that help tenants in need here in Chicago anyways.

I pay my cards in full and early every month, but still the algorithms flag this as risky behavior. 

Using an alias avoids this behavior.

If Tenant is responsible for water and gas, and this was clearly negligent behavior by the Tenant, how would this be a landlord issue? 

Simply ask them questions that will get you answers which help you gauge their personality, behavior, intelligence, etc..How I like to do it is...I include a short script in the job post and instructions to record the applicant's voice and send me an mp3 file.

If a tenant's behavior is impacting your health, then fix it.
