Most banks will lend 75% of the repairs as well as the purchase, they just keep the repair funds in escrow and require invoices and what not to get it released.

So at the end, it cost me $2500 of deductible, I chose to replace the roof and submit contractor invoice (estimated value $13000, yeah, good roof companies know how to run their business). 

Returned with an invoice of damages to XYZ address is pretty common.

If the management company didn't get the itemized damage invoice to the tenant within 45 days then yea that's a problem as each state has a set period of time that this must happen or the tenant could sue for return of the deposit and in some states can sue for double damages.

We have bought these items (or sometimes our GC has, and we paid him with a check from our company) then we have given the equity partner invoices and copies of the receipts to reimburse us a few times per month.

A great motivator when they get invoices double their rent.
