The DEA and my local police department will, I assure you, not agree with an argument that I can therefore sell them to you and criminal law does not apply.Real estate agency and brokerage has really, really low barriers to entry.  

You could even report it to police....

In the neighborhood where I own most of my rentals, I occasionally stop in at the police station to see if any of my tenants are causing the police a problem. 

E.g. if someone breaks in, you'll be notified on your cellphone, and then you call police?

Many police departments now allow these alarms to be "priority" calls that they go directly to check out since it is verified by video evidence.I am not affiliated with this product however I have and am using it at various commercial properties.

Outside of that, the request to be present during the inspection seems reasonable, but you can bring another party or even the police to mitigate the possibility of violence or a confrontation if you want to grant the request.

The tenant that is supposedly the harasser claims the other tenant is up to no good, funny smells coming from her apartment (she even called the police about the smells--police found nothing unusual and neither have we).
