To keep legislators from intervening; to prevent legislation investors will find undesirable.With so many people out there "doing it wrong" and "learning from their mistakes", a point is reached where legislators must step in to protect those who are being hurt: lenders and other money investors as well as tenants and property owners / buyers.Want to curb further tenant-friendly ordinances and other legislation which hurts investors? 

The Bankruptcy court analyzed the Alaska statute and found that there was very clear legislative intent by the Alaska legislature and that indeed the purpose of the statute was to seize all control of the determination of transfers.

But there is a currently a piece of legislation making progress that I've read would require cities/counties to have an amnesty program for units built before the ADU rules were passed (and many municipalities already have this in place).

How the legislation and regulations are written and interpreted will be a big factor in whether it is worth your while to accept pets.Here in NB, we are allowed to discriminate and not allow pets, but other jurisdictions (ON) that appears to no longer be the case.

@Sean Graham, I recently had a tenant who was non renewed and they didn't pay last months rent so they had a deposit for their new place.I am in the process of taking them to small claims court for breach of contract where I will ask judge to also have them pay my costs to file and serve them assuming I win.If you receive a judgement and they still don't pay them you can file another form to garnish their wages.I don't intend to make garnishment a hardship so they have trouble paying rent at new place and will be open to a 12-36 month payback term, so long as I am made whole on rent and fees.This is my first time going thru the process so I am uncertain of outcome, although I have a paper trail for rents paid and unpaid, and texts from them admitting they were not going to pay.Here is a helpful link.http://www.ag.state.il.us/consumers/smlclaims.htmlBest,Ashley
