I'm just south of the twin cities, but I'd think Fairbault or Owatanna might be a good place to meet since there centally located between Rochester, Mankato and Albert Lea.

The area has certain advantages like shelter from regulation risk (pretty much as low as anywhere in the country if you buy in the approved STR tourist zones) and long term security (people aren't going to stop going to Orlando anytime soon). 

Many voucher holders are grateful for secure housing and are acutely aware of their responsibilities under the program.
