Over the past year I have observed charlotte I have seen the prices steadily rise for 3 bedroom sfh style houses from around 140-150k to 170k-200k.

That observation 'might' prompt them to come take a look, doubtful, but they might visit the property, especially if they know no one has been using water/sewer at the property (they don't know, they just see usage).
