In my market, electric, gas and internet will follow the tenant, meaning when they move out, if there is an outstanding balance, those utilities can't be turned on for them at their new place until their balance is paid. 

I normally find properties close to the 1% once stabalized.More or less, I recommend targeting tertiary markets that are 45 min to an hour outside of Boston with a large concentration of multifamily. 

Now add internet and connectivity because as much as one can live without it perception is that one can-not, and there is societal truths to that.
