If the loan is performing, and well seasoned, UPB is not my primary factor on the offer, the IRR drives my offer which will most likely be lower than UPB if I'm looking for a IRR that is higher than the loan's coupon rate. 

Do the market research yourself, look for coupons, look for price match etc, get what you'd find as the "best price".
