He didn't need the money and had a soft heart, and had this really weird fear of vacancies, even though vacancies gave me the opportunity to raise rents exponentially with new tenants.I'd give an option B, if you can afford it. 

I first would start soft, with having a conversation with him.  50% chance he will allow for a resolution. 

Hard inquiry and Soft Inquiry.

When someone comes in too soft, with no real action, the families suffer later because it was a soft entry intended to gain trust and then the real hard sell always comes later.

The market for FHA priced homes is white hot ($600K ish in Nor Cal) and the market above that is fairly soft until you hit the luxury market.   

Not suggesting this from a “soft stance” point of view—but these professionals are probably more used to dealing with this kind of dysfunction and might have more tools up to and including the possibility of involuntary commitment

Being too soft-hearted with tenants usually doesn't work out well.
