Can somebody shed some light please?

Perhaps some other BP members who have more long distance investing experience could shed some light for us, or there's always Long Distance Investing by David Greene (which I haven't read yet, but it's in the queue).

Can anyone shed some light on what to watch out for and how to go about minimizing the risk during the due diligence period?

I spoke to city zoning and planning and stated we'd simply like to get tapped into city water and sewer to which we were given the quote I provided, am I missing something you can shed some light on this?
