I'd recommend narrowing your search to a submarket or neighborhood in Sacramento.Then, if you want to find the owner information, you can look up the apartment address on the assessor site.

A developer typically will not buy a piece of land without getting site plan approvals, zoning, LOI's from tenants,etc.
