The way I read 151.09 (A) of LA Municipal code, a landlord can change the terms of the lease as "the result of an express written agreement signed by both of the parties".

@Lisa PerezWe are frequently criticized for spending too much on our renovations - energy efficiency is core to our operating beliefs, so we frequently spend a little more time improving "out-of-sight" things (air sealing, insulation, LED lighting, ventilation, etc.) then many of our competitors.Similar to the sentiment you expressed, I am also a firm believer that our properties should be in a condition where I would be willing to live there with my family before I could ask someone else to do the same.

The Appraiser is forbidden (by law) to discuss their opinion or appraisal results with anyone other then their client, without their express permission, which does not happen, in these cases.

Many of these guys, especially the smaller subs, come onto my team with the express understanding that if they would like get my business and keep my business - that they are not to take on additional work for other investors/developers (people who are most likely to throw any kind of volume their way and subsequently compromise my ability to get my jobs done in a timely manner) without my approval.

So, I spent yesterday morning down at City Hall and did the full tour, including Office of Buildings, Residential Permitting, Express Permits, Zoning, UDC, Transportation Office (for a dumpster permit I knew I didn't need that Residential Permitting insisted I did) , and the inspector's office.
