If I have to jump those hoops, I will because I'm trying to use hard money only as a last resort (rates are high 10-15%).

Roth IRA will be next and then last resort is 401k.

@Cindy Donley Las Vegas is an international resort city and the population is growing to support the growing entertainment industry.  

Several years ago people were buying vacation homes as investments, now they are renting vacation homes or staying in hotels and resorts in an effort to cut expenses.

If I self managed on the side, or if I owned property 30 mins away I would probably resort to some of these other methods people have mentioned.

It also seems like there are 6+ month waiting lists to get into modern, resort style apartments around here so tenants may be out of luck if they take a gamble leaving, which i think is playing in us (Landlord's favor) as of now as they don't have as much bargaining power.

I couldn't agree more @Ivan Oberon I've owned a lot of homes in my life, and have learned from experience that your homeowner's insurance should be used as an absolute last resort.
