Backing out because of windows would be questionable because you should know just by looking at them during your viewing, (even though you're going to have sticker-shock when you get the quote, you still should have known better).

Does the City/County do inspections and require you to post a sticker to rent to students? 

There was a sticker that said the city deemed it vacant.

Often times, clients of mine have had a bit of sticker shock when they get to the part where the GC tells them what everything is going to cost. 

Much like putting an ADT sticker on your door or a sign in the yard deters people.

I have one quote for a mortgage on a multifamily using 10% down, FHA and was a bit sticker shocked when I saw/recalled the 1.0% MIP mortgage insurance required.

Give all of the authorized vehicles that the tenants have a sticker to be put on their car, the tow company will provide these.
