I typically work with the N/P to find a house that meets their needs ie. no steps or near a bus line, then buy the house for them.

Animal control might be the way to go, if the dog is unlicensed, or if the dog is being treated abusively.

Totally an unfair and abuse IMO.

I'd rather have one certified and paid lifeguard have access to my family pictures for the sake of protecting the pool against unauthorized use and abuse by outsiders when the alternative is having 100s of unauthorized strangers have physical access to my kids and family because the lifeguard cannot differentiate who does and does not belong in the community pool area.

They expect to get the buyer side too and they abuse that.

Soon Ill be cold calling them, for a higher level of abuse. :-)
