Without knowing stuff like this, all the answers provided are meaningless. 

Also the home is a subject to, where we are paying the remaining 3% mortgage, so a full refi would not be a great answer either.

I would have answer to the questions then with those answer, I would ask, can you find a better deal (equity, cash flow, appreciation potential etc.) that better fits your portfolio and is it worth the extra time?

No one with a legitimate service dog hesitates to let you know they have them because you can ask those two questions and the answers should be instant and immediate. 

I think the answer to your question depends on the type of tenant you would be targeting.

But they should be able to quickly answer your fair housing question.
