I don't think you'll have an easy time recovering anything if they challenge you unless the lease specifically identifies monetary penalties for violating the rule - and even then it will be hard to convince a judge.

Yes, you may keep standard caretaker work for cleaning, snow, lawn, but (in Minnesota) make sure to state on the lease specific monetary consideration ($40 month for snow, $20 month to clean debris, etc.).
