I own property now but want to expand my portfolio. 

If you are looking to expand to other properties in the future, that option of a cash-out refinance or HELOC on your appreciating asset is always there. 

Every once in a while I'll get motivated to search for grants to help me expand my portfolio and add to my cash flow but I've yet to find anything nor have I heard of any success stories.

I totally understand you are hesitant to touch the 3.4%, but keep in mind you can always cash-out now, expand your portfolio, and refi down later.

Visa, Mastercard, Paypal, Square, Apple Pay, Samsung, Facebook, Walmart, Amazon, are either ALREADY involved and expanding, or are building systems. 

My neighbor did this during one those programs (had a 2 family, made into a legal 3 family by converting the basement) but, among other things, he had to install a fire suppression system in the basement, expand windows for egress/ingress purposes, and do a whole bunch of other things.
