We lost a good tenant because a ton of people moved into the unit next door and we couldn't get them out for months as the owner lived out of state and the property manager wouldn't do anything, and calling the police wasn't working either (they said no proof they all lived there).

FYI there is a large project with the Police Department and a huge new crime lab around 27th St and Prospect.

Is step 1 going to the police with the lease and say she is trespassing?

@Shelby Pracht, we dealt with this and were able to prove breaking and entering, and as we were the owners the police told us we could press criminal charges.  

Educate the public on how to report a problem, just like we report crime to the police.

The Word Police....Anyone who spend a little time in the area will quickly ascertain if it's a place comfortable to them (on their budget).Safe (???) 

I like having public water, public sewer, and city police/fire/trash/brush services for the rental properties. 

The best approach is talking in person and doing your best to address their concerns, feelings, etc. and leave the city/county/police, etc. out of it if at all possible. 

A license or inspection is not required in Naperville, but they have a landlord "class" at the police department.
