We lost a good tenant because a ton of people moved into the unit next door and we couldn't get them out for months as the owner lived out of state and the property manager wouldn't do anything, and calling the police wasn't working either (they said no proof they all lived there).

@Shelby Pracht, we dealt with this and were able to prove breaking and entering, and as we were the owners the police told us we could press criminal charges.

The best approach is talking in person and doing your best to address their concerns, feelings, etc. and leave the city/county/police, etc. out of it if at all possible.

A license or inspection is not required in Naperville, but they have a landlord "class" at the police department.
