It's a grind, just like doing a direct mail marketing campaign.

I have HEARD that some banks will respond favorably to an investor who picks out a house that is part of their shadow inventory and offers to buy it at a reasonable price.This is all investor rumor mill grindings, sadly.

Much better than top coat and much less expensive than replacement.Google or GoGoDuck to find someone in your area that can perform this service.If one side is a little raised another alternative is to grind down the raised section. 

There's not much you can do about the noise, but maybe a tall fence would help.

I personally have managed my properties so far but am entering a new realm of exploring management companies to work with so I can "retire" or atleast get away from the grind of my Granite Countertop business and do some traveling.

I am guessing it would be much harder to rent out units in a building that's going through construction with the dust and noise so may be no real advantages in staggering the rehab?

Hopefully FL is different than Calif, as many municipalities are defining STR as anything less than 30 days, and start stack all kinds of issues due to traffic & noise in residential areas, lots of business losses to Tax paying motels and the city reacts with such as license fees, business registration and even out right prohibition.
