I'll be doing some major renovation, and plan to re-fence the pasture for horses.

Stalling is only  going to make the matter worse and more expensive.

I responded that I would be happy to stop by and it would only take me 20 minutes to walk through the lease with him face to face, and answer any questions or concerns, something that I do with all my new tenants anyway...he said he would check his schedule and get back to me, that's over a week ago.I have this feeling (not 100% sure) that he may be looking elsewhere and stalling. 

I'm just seeing this dead horse still being beaten to death. :)

Its been flooded with poop in my shower stall all weekend.

I'm sure you've tried your best to keep them moving so keep that going and if they stall, serve them their 3 day notice to vacate in their hand, document delivery and then see if that lights a fire under them.  

But I think laws need to be changed to designate that only dogs or miniature horses can be service animals for emotional support. 

My experience so far has been that most of those people have a particular hobby-horse, based on their own personal history or personal interests.

This was over a year later at this point because of his stall tactics, and I just gave up.

I usually find that this is a stall tactic.
