Obviously, they shouldn't be changing the locks without your permission in the first place, but now that it is already done, you must get a key. 

So its very possible that wholesaling for an individual in a specific state is permissible while an agent in that same state could face harsh penalties. 

First, your tenant asked for your permission.

We are interested in buying a 2.8 acre property with two existing park models, two full hook-ups (which used to have park models) and space and permission for five more spaces (a total of nine allowed spaces), either RV or park model spaces per the county.  

If I need more than that how do I go about getting it do I ask the seller or ask the seller for permission to ask the tenants?

Now Virginia has passed some extreme laws about writting letters to neighbors, asking the government for permission, registering as a business, etc.    

The rotten wood pickets on my neighbors side is the way my dog has been able to go to and from yards and I did have the neighbors permission that it was okay and he had no problems with it because he knows my dog and knows he is not a threat.
