If the guy is annoying you, you can be sure that the inspector is annoyed too.

If you were to win a case like this (which I hope you don't) landlords can begin to ban their tenants from smoking just like bs city ordinances that ban people from smoking in public places (like bars) which is a true annoyance;and bring those same kind of bs rules into real estate.

I found it extremely annoying. 

I was annoyed for a minute, then renovated + rented out and it's history.

So it becomes a neighbor-to-neighbor issue, rather than a landlord to tenant issue.My County Noise Law defines a noise disturbance as any sound that is: Unpleasant, annoying, offensive, loud, or obnoxious.  

Assuming the rental is in seattle as OP is,   Seattle has an (annoying but its the law)  ordinance https://www.seattle.gov/civilrights/civil-rights/fair-housing/first-in-time dictating how rental applications must be processed -  This is the first-in-time ordinance.   

They dealt with 2 weeks of renovation noises in the unit below and referenced how annoying that was in the email exchange we had. 

So annoying.

The one thing that I find very annoying is when a tenant doesn't simply call me to tell me it will be late...

It's just such a big freaking annoying headache.
