You will have to take them to court to create any significant repercussions and they may well have too little assets to cause any serious harm to.I do have a "lease breaking clause" in my lease.

If the utilities are off and you are concerned about the possibility of a person frozen inside or other potential harm may have come to a tenant given a lack of communication, that may be grounds to hasten the welfare check.
