You will either need to stress in the house rules/lease that the tenants are responsible for cleaning the common areas in addition to their own rooms (and police it) or bake the cost of a weekly cleaning service into your rents.  

I had to contact the police today because she was threatening my child with foul language saying "You're going to stop all that mot#$%@$@king running and you better shut the F#$% up" the boyfriend stopped her from aggressively coming to my unit after she banged on the ceiling he told her repeatedly that she was wrong and she keeps harassing me and my son who is 3 years old.

I even filed a police report of missing person later.- 06/18: I emailed her to send new lease draft and ask to formally renew, saying "let us know by 06/20".

If she is willing to obtain a police report and cooperate with you, you'll gave a much easier time.

I have a friend in DFW with a dump trailer and he told me he gets pulled over by the police a lot because dump trailers are notoriously over weight.  

ultimately it is not your job to police their behavior.
