As far as loss of value, when I sold property in CA that had hospice deaths of elderly people who choose to die at home the realtor said that any Asian purchasers, due to religious beliefs, would not be interested in buying the house. 

My concern is that it's 10-15 mins away from downtown and beach and while the home is going to be stunning, the neighborhood to get to this home has some mobile homes in it and 1 run down yard w a broken down car on the way to the property.   

Another advantage I have in Houston is the significant Asian community there.

Buffett is generally sitting on cash while waiting rather than worrying about rushing the cash into something which is not a stunningly good deal.If you already created wealth or have all the wealth you need, focus on high quality assets which will weather the test of time.

Palo Alto is just 9 rating and the Asians are not coming these days bringing their cash anymore. 

Neighborhood A has stunning pro forma cashflow numbers, but you will also be dealing with more evictions, drama, and problem tenants.
