In the Los Angeles area, crews fighting the Bobcat fire in the Angeles National Forest says they are mostly focusing on mopping up and strengthening containment lines.

If you have the capital to close all cash then by all means leave out the financing contingency to strengthen your offer but you need to be fully capable of closing cash if your loan falls through after lender's due diligence. 

But If done as one transaction you would strengthen the demonstration that you are not a dealer/developer (someone who purchases property to subdivide and sell and is ineligible for 1031).  

If anything my airbnbs strengthen my community as my average stay is 2.3 days and no one cooks they all eat at local joints.

.- Propose strengthening or adoption of HOA policies to target whatever problems the owner-occupants are experiencing (e.g. guest parking problems, excess vehicles, garbage cans not put away timely) and make sure the HOA has a clear process to warn/fine tenant and landlords.- Make sure that owner-occupants understand that adopting anti-investor type of policies know that in down times in the market (e.g. when they may really want or need to get out) this can hurt them significantly since condos and the like may already less desirable investments and blocking investors from making offers may hold down values.  

This and increasing your earnest money deposit are "free" ways to strengthen your offer without actually raising the purchase price.And you can probably do better than 14% on hard money - 12% should be do-able.
