NM is very spotty with crime and drugs so I'd be very careful there. 

As noted above they're only in 18 feet which is not going to get you to the main unless your house sits right on the street or similar.

I am targeting parking garages less than 25 years old, with no major structural issues, and busy street access.

My in-laws live in Hope Mills and college bestie lived down the street from Bragg.

Its an older established city with very pretty tree lined streets etc etc..

Or most recently, when we bought into a 26-unit southside Chicago property that had false rent statements, squatters, and on-the-corner drug dealing happening. 

I have friends that routinely use ear plugs in a detached single family to eliminate noise from kids, spouses, cars going by on street, etc., when sleeping.
