For investors, I think the neighborhoods that have the most potential are--Crown Heights, Windsor Terrace, Gowanus and Greenwood.

I would probably start your search in areas such as Plaza Terrace/Drew Park (basically in and around Raymond James Stadium and the hospital), eastern Seminole Heights, Wellswood, West Tampa (just north of Kennedy Ave west of the Hillsborough River).
