After done renovations / repairs / maintenance on many many properties, I kind of know the price range of each job like painting, flooring, drywall, plumbing, electrical, AC, pest control, remove odor from old pet urine, mold remediation, cabinets, countertop, backsplash, appliances etc etc in my mind.

You would have to find neighbors who they spoke with about the issue that are willing to go on record or find a company that they may have used to try to remedy the situation.Outside of that, you really don't have much recourse.

In my experience most properties with structural issues are not discounted adequately to cover the cost to correctly remedy the problem(s).
