The lots are owned free and clear so the loan would only be for the construction.

In the area where I am in CA, prices are through the roof, as is demand, therefore; we have a lot of homes sold for shared housing situations.

It was also difficult to assess the heating situation after repairs since tenant refused to provide key to access unit for repairs and/emergencies, citing “privacy and safety” concerns.

It's open for interpretation, but if it went in front of a judge, they would look at the reasonableness of the situation. 

The warranty company takes its time accessing the situation, and then they tell you there is a deductible; they will only cover so much; you need to use their preferred company, and it will take three weeks.
