Can anyone point me to the best US based resource either private or commercial that does loans for international real estate purchases?

I now am an International Real Estate Mogul.  

When it comes to business rules such as those, the states often have different definitions for tax to fall more in-line with the internal revenue code.

We use a combo of external and internal services.

Additionally, being close to an international airport is ideal for me as I also run a small Turo business.

Very rarely do business owners inflate their numbers on tax returns vs. internally prepared or forecasted financials.

I recently heard an (non-BP, don't know if I'm allowed to say where) REI podcast where the guest talked about investing in international coffee farms (in Panama).

Many will tell you they can, but despite warning them over and over in the end, won't be able to do it.Fortunately I have a great lender that I've worked with for about 20 years that handles many of my international clients.
