No experience with non performing notes.My idea is to buy these notes with the primary goal of accessing the property through foreclosure, knowing that there are several other possible outcomes.

I've had the opportunity to see what the Attorney's version of the NoD looks like so if there was a situation where the borrower just needed their feet held to the fire and I didn't anticipate a need to go down the Foreclosure path, I feel comfortable sending an NoD letter myself, certified mail with noted stipulations to cure and outcome if not cured. 

Do they actually deliver on what they promise as far as providing their members deals, and guiding them through the buying and rehab process?

The three ways to handle the risk are (1) gaining knowledge and experience in both investment in general and in the area you’re investing in specifically (2) extensive due diligence and when the inevitable bad outcomes occur despite (1) and (2) then (3) diversification.
