As a landlord selling rental property, am I either required or prohibited from giving tenants' confidential information such as credit reports and social security numbers  to their new landlord?

I usually see 2 or 3 years but as long as you plan to honor the confidentiality 10 years should be no problem.

The led and dimmer are compatible and 2 men at home depot verified this so I am pretty confident I am right about the dimmers being compatible.

I sit on a couple of boards and feel confident I could get most acceptable uses through. 

This sounds like the exact same charity we work with but for confidentiality reasons we will not say there name, but I assume that this is a Christian organization that helps refugees? 

Once I felt a little more confident I started attending some meet ups.

You could accept the counter offer with the understanding her lease rate is confidential.

I am confident I can fill those units with new tenants in less than a month...so I have a pretty good buffer there.Read through some more forums and blog posts and look at some other BPers deal analysis on rental properties.
