@Elizabeth Ross - make sure you are familiar with South Bend - houses for under 100k in South Bend can typically be in pretty rough neighborhoods, so be sure to do your due diligence. 

I have had permits in other jurisdictions be quite easy.My view is I would let someone familiar with the process do it unless you were planning on applying for many permits over time.  

Are there any lawyers in the Greater Toronto and Hamilton area that are familiar with Master lease agreements?

I live in California, so I am not familiar with the local banks in Ohio.
