Ann is right about tenants taking themselves out of the picture if they know they won't pass the screening process.As long as the applicants know what to expect from the screening up front, they'll cooperate or disappear.

The previous owner occupying the property has no bearing on this other than the fact that you need to evict or offer cash for keys.Go knock on the door and see if they are willing to be cooperative with you rather than he mean old bank.
