While there are some deals to be had, I think you are going to be very hard pressed to find the deal that you speak of in the Collin County/North Dallas area especially under $200K.

I personally would be hard pressed to convince myself to buy a negative cashflowing property in a market that is experiencing it's highest prices in history just to possibly save a little on taxes.

This installation method would not disturb what's there in a serious way, as the new gypsum would be pressed up against what's there.My understanding is that it's a common and accepted practice to cover up some forms of asbestos, for instance, layering new tape on top of the old white asbestos duct-work insulation I believe is a common approach.
