I will say though if you're looking for someone to partner with it's more likely that you'd do so if you have the money to offer on the deal not vice versa since it's something tangible you can offer to an experienced investor.Regarding having a hard money lender come in mid-project that could be even more problematic though.

You can blend the transition by having the treads of the stairway matching the dowstairs, and the risers same as the second floor, or vice-versa.
