I just go to a clinic whenever someone needs a drug screen. 

Bad, being a relative term, = board ups, drug dealing corners close-by, people flying by on dirt bikes, getting hit up for money by people constantly.

Or when I evicted the drug dealer he screwed the doors shut and blacked out all the windows with spray paint.

Just because the numbers seem like they are good a high crime or drug infested neighborhood could ruin you. 

welcome neighbor i joined BP yesterday and the west coast months ago.my dad is an army vet and my bro is/was an AF vet but he died of cancer shortly after coming back from afghanistan and being drugged up by the VA hospital and so did a couple of his colleagues.

The pictures he sent shows land rovers parked on the same street, so its either an ok area, or there are high-rolling drug dealers.

There is another issue, money laundering, much less tax evasion, the last thing a lender wants is to loan money and then have a borrower zapped for financial fraud, evasion, laundering, undeclared earnings, quiet business transaction like dealing drugs, so rules and guidelines are there for a reason. 

Sounds like prescriptions for when 3% and 43% is exceeded mainly.
