The stuff now in the low 50k or 60k pricing tends to be in rough areas where the main component is not appreciation but only cash flow so you have to buy right for the condition of the property and repairs needed or you can lose everything.I think research would show in these rougher areas cash flow is the main driver and that over time little to no appreciation at all occurs.

The real tragedy is that these council members know that these laws actually driver rents HIGHER (by limiting supply of new units being built), but know that their voters are too ignorant or uninterested to understand the macro economics of the LA real estate market, and only vote based on who voted for strict rent control ordinances.

If MF is the primary value driver then your cap rate projection should be market rate cap + a premium for the value add + a market cap for the retail + a value add component for the retail value add = better than a sub six cap.Just given your description of the value add components and the re-tenanting required to get to a market value I personally wouldn't touch it under a projected 9 to 10%, if I really really liked it, and most likely pushing into an IRR into the mid teens.
