Only thing missing in the photo are drugs....but maybe they are inside the yellow bag in the background. 

On the other hand, if YOU complain to the housing office that the tenant is dealing drugs, or got arrested, or busted out some windows...they might just as easily, and at their discretion, throw the Tenant off the program.

Another example is on De Soto St where they had a community of 4plexes site empty for years back in the day because they were investor-owned and mostly out of state thus drug dealers scared people from renting and they ran the community.

Since he took the food he may be for real but who knows.I did watch a "bum" selling drugs on the corner right in front of me the other day.

Perhaps they are unreliable, inexperienced, addicted to drugs, running a scam etc....Sometimes you get lucky & find yourself a solid handyman, other times you end up paying your actual PM company to go back and correct the mistakes your handyman made.

I got into drugs and fights and all that comes with that lifestyle (without the tattoos or piercings).

This means if the tenant has any drug or illegal paraphernalia the housing inspector is technically required to cite this individual for a criminal offense. 

Secondly, I always rent to people who are neat, responsible, pay their rent, no "issues" such as drinking/drug use/violent romantic partners, etc.
