I know there are areas east of the city that are a no go...I want average people to rent to...not drug lords and prostitutes!

There are some areas of northern California where Vacation Rentals off the grid may be marketable, but probably not in the actual northern California areas, but more the central California (north of the bay area a little in more mild climates)  In some of the mountain areas and near the coast, such as Trinity, Humbolt counties, there are drug cartels growing pot, and several people have gone missing (they stumble upon the gardens or have gone to work at the grows, never to be heard from again).

The water company drug their feet for 1.5 weeks before cutting the water on. 

I ran about 55 rentals in WV and had an issue with Heroin and Meth (my Dad's properties that I had to fix the situation) ... don't want to deal with drugs again.  

Springfield tax rates are on the low end due to the crime and drug problems in the surrounding areas South and West of Springfield.  

Military towns attract a criminal element. 18-20 year old men that have a consistent income and few responsibilities are going to entertain themselves.If you have strippers, you get hookers, you get pimps, you get drugs, you get theft, you get gangs, you get murders etc.

What if your doctor also sold insurance, would only write a script at one drug store, or attempted to influence where you got groceries by telling you what to eat?

He is using that apartment as a cover up, a drug dealing apartment, slave house or something illegal is my guess.
