You need to let the county know of the preliminary  change in ownership.

I had a preliminary inspection to evaluate the efforts and provide cost estimate to fix the issue.

This has been preliminary investigated by electrical engineers who said there was a short circuit on one of the interior house circuit(s) to the stucco (which is under the siding) lath/mesh.
