I would only shut off the meter in a vacant house , that way if you winterize the house and it freezes , it cant keep flowing .

I can't speak to the legalities of this situation but one of the issues is if the utilities are off the pipes can freeze so you need to keep this in mind if you don't keep them on you need to protect against this.
