Philip, it really depends on your county’s housing authority.

The exact split will depend on your agreement with the brokerage.

I get great rates, depending on LTV I get no PG on it, portfolio loans with outs for individual property sales, etc.

Items like a missing doorbell or blinds may fall into wear-and-tear depending on their age.

The increased cash flow would make such a substantial difference in your daily life that not paying it off would be foolish.Outside of that, I can't see many reasons I would take a 15% tax hit to save 4% on a mortgage, which is really only effectively about 3-3.5% depending on your tax bracket.

For a smaller piece like that, not sure how creative you can get, but it all depends on what it's zoning is, access, proximity to other things, etc.  

This will all depend on how good of negotiator you are.
