All financial laws benefit someone, I agree, but I'm not arguing the reason they did it, laws are usually anchored in the public good more than to a special interest, not saying interests don't play, but the reason is based on the public good to justify them.

Depending on location limited parking might not be that big of a negative if it is in a walkability urban core type area or small city town where everyone walks around to businesses.If it's a destination type spot in a strong suburban but with lot's of greenspace and no nearby cross anchor areas for overflow parking then having a bad design for parking can be a big negative.

Other than that it does not require much work.On the other side however there is a tenant that has managed to find a way to put drywall anchors into every unforgiving place along with destroying the carpet and trim in most of the house.
