Does anyone have any tips or tricks on how I can force or convince the muni to complete that portion of their road plan, or would I just be stuck in a waiting game until they move forward with it?

Quickbooks is not built for real estate and requires too many "tricks" to make it work. 

I highly recommend going with a bigger brokerage first to learn the ropes, contract language and tricks to the trade.
